client_cmd(id,"speak ^"common/launch_select2^"") does not work
Yet
client_cmd(id,"speak ^"common/menu1^""); does.

It can be several things. I have no information, so as far as I know you could have made a typo in your code. You could have coded something improperly. The launch_select2.wave might be a bad file, low volume, empty, etc.

That's about all I can think of.

Bad file? :-\, I extracted these straight from the half-life.gfc

use emit_sound, see if that works...
