Hmm well I researched this awhile back... not tested much but should work...

Code:
    register_event("Damage", "drowndmg_event", "b", "2<6", "3=16384", "4=0", "5=0", "6=0")

At least this works for "normal" water. 2<6 tells that the dmg caused should be less than 6, as I've seen it be at most 5. This could of course be different in case you use levels with lava, green goo or such.
