[CS:GO/ANY?] vPhysics lag fix

About:
This plugin attempts to fix the lag that occurs when players collide with prop_dynamics that have vphysics enabled even though their current model does not have a proper physics model.
Late-loading supported.
Developed and tested only on ze_ maps, but it should work on all maps.
Using this in L4D2 will cause hitreg issues!

Don't use this in L4D2, it makes the hit registration extremely inconsistent and janky.

I think it has to do with how common infected are handled with vphysics itself, could be wrong but ever since I took the plugin out, players have reported much better registry.
