No, that is an AMXX plugin, not a CS:GO one. The possibility to inspect weapons depends on the weapon model, not the plugin. You can't create animations with a plugin.

the smart thing is to put inspect animations on idle, so you dont need any plugin to see it, just holding a knife youll see animations, i do it this way on my servers

By adding the plugin and using them in the .ini file? There's a full example in the thread itself.
