Couldn't you technically use this plugin?

All it needs to have is it to be translated to csgo terms, just a guess though

I looked into it, not as simple as it would seem, you cant fake item_found messages, as you need the item id within the players account.

I think best thing here would be like a command !case
Put all skins in there with drop chances.
Then print a message with random skin name based on drop chances.

I think the idea is for admins to lie to the client about them unboxing a rare skin.
