Weapon stats modifier plugin (TF2)

I would like a plugin or method that enables the easy editing of the server-side stats of weapons.
Eg. Change the Crusader's Crossbow to do more damage and/or modify the pellets per shot on the stock Minigun.

Any helpful help would be appreciated.

I'm so pampered with Google's advanced searching algorithms that I can't find jack here. I know it exists...

This is where you want to be.

From what I can see, that plugin is used to give custom weapons to specific players, which is not at all what I want. I want to modify an existing weapon usable by anyone who owns a copy of that weapon in their inventory.
Eg, modify the stock minigun to have an increased rate of fire or remove the no-crits attribute on the bushwacka.

The plugin he linked does exactly what you want. That extension doesn't even have commands.

Where might I find additional documentation for that plugin? I don't see information on how to interpret the information in the example tf2items.weapons.txt file or how it's supposed to be formatted.

Scrap that, I'll figure it out. Seems simple enough to figure out, but it'd still be nice if it was laid out or explained -at all-.
