Items behave wonky
I have this in my tf2items.weapons:

"custom_weapons_v3"EDIT:Actually, it seems to have reverted all Unique items to their Stock. Dead Ringer acts like an Invis Watch, Base Jumper doesn't deploy, Sandman doesn't shoot. But some things like Jarate still work. |

You've configured it to replace every item's default attributes, so, yes, things are wonky - but it's only doing what you've told it to.
