Starting a Sound From the Middle
 
Is it possible?
Using an entity or an existing command...
BTW, I'm talking on mp3 type of files.

I need another idea.
I want to start mp3 sounds from different locations.

Then make more sound from one and just play that piece of sound when it's needed.

AFAIK nope , but it can be done if your files are in wav format

Only if using right bitrate of wav.
I dont rememer what it was but i was able to use cut/loudness features with costom wavs.

88khps is for sure but 176khps should work too.
