Creating a file in clients directory.
 
Is it possible to create a .txt file in clients directory ? Or send him a file that he can save.

Nope.
The closest thing you can do is sending a link or a text to copy in a MOTD.

Again. No, it's not. HTTP.inc is server-side only.

You can only make a client download a file with precache and only if the file does not exist on the client side

I think you are wrong, client-side ignores downloads of txt and cfg if iam not wrong

the only way possible was with motd_file command, since this was blocked clientside in early steampipe update, theres no way you could do that.
