Can I find how many cvars has a player or if he has cvars in addition?

I try to find a way wherewith I'll find who players has cvars in addition. In HNS more players has substitutes of theirs cvars because they are playing with illegal cvars (ex: developer 1 -> d3v3l0per 1, fps_max 250 -> fps_hack 250) and I try to stop it.
When these players instead theirs cvars, the old cvar is still there but is fake (no effect). Sorry if english language beated me :D |

All players have all cvars . . . You don't need to know any of them. The only thing you can do is set minimum and maximum rates for your server:
sv_minrate sv_maxrate sv_minupdaterate sv_maxupdaterate |

You don't understand me. I try to find who players has cvars in addition. (ex: number of all cvars is 100. I need to find who player has 100+ cvars) This is a hack wherewith more people injecting in their cs new cvars to playing illegal and I try to catch them.

So..In HNS the base is the jumping. All the people try to jump as much as possible. If you have "developer" you are jumping more (developer: developer 1, fps_max x, fps_modem x). If these people changes their cvars (developer, fps_max, fps_modem) I can't know if they has illegal value or not.

theres no such client cvar as fps_modem since the last cs update

IMO, if something is coded based on things that it cannot control then it is a bad program/mod/etc. Using allowable methods, the only thing that you can do is kick them if they don't have the settings that you "claim" to affect the game. There are many examples of how to do this.
