Revive game own chat announce bomb pickup/drop with game own translation phrases

One useless plugin from me.
I found that there is language phrase to bomb pickup and drop in game.
...cstrike\resource\cstrike_english.txt
But this is not in use, maybe to limit chat spam.

With this plugin you can activate that back.
- This follow event bomb_pickup and bomb_dropped
- Show chat message to alive human Terrorists
Bacardi dropped the bomb.
Bacardi picked up the bomb.

- Translate phrase depend player language setting

Updating the plugin to use Protobuf under CSGO might do the trick, as csgo\resource\csgo_ALANGUAGE.txt does have the Cstrike_TitlesTXT_Game_bomb_drop and Cstrike_TitlesTXT_Game_bomb_pickup, the same way CSS does in cstrike\resource\cstrike_ALANGUAGE.txt .
