Using ini files

Hey,
Could you give me some lessons about using an .ini file. Like I want to make a plugin that uses an .ini file to get the admin's name and paste before his nick a tag that is written into the .ini file. Like:
"This is the admin's nick" "here is his tag".
Thanks!

Properties may be grouped into arbitrarily named sections. The section name appears on a line by itself, in square brackets ([ and ]). Sections may not be nested.
