Error: Parse error: syntax error, unexpected '?', expecting '&' or variable

I keep getting this error (see below) when attempting to install.

Parse error: syntax error, unexpected '?', expecting '&' or variable (T_VARIABLE) in /home5/game/public_html/sourcebans/includes/Database.php

When trying to install sourcebans-pp-1.x

I already have correctly installed.
sourcebans-pp-1.6.3.Full

Any ideas why I cannot install sourcebans-pp-1.x?

You need PHP 7.
