Can't access Admin menu on my Sourcebans Version 1.5.3
 

Hello,
I can't access Admin menu on my Sourcebans version 1.5.3. When i download the Sourcebans version 1.5.3, then i make a new folder name "sourcebans" on Xamapp control panel, then i turn it on, then i create "sb" on database, then i go on "localhost/sourcebans/install" to install it, then, i add "Server Admin Group", then i select the "server permissions" for the admins, then i added Turbine server on Sourcebans, then i click admins to select myself, then i type in the console "sm_reloadsadmins" to refresh it, then when i go in my Turbine server i type in "/admin" in the Chat, and then it said "You do not have access to this Command." I read everything on the Manual on sourcebans.net but i don't know why i can't access the admin menu. I download the sourcebans here: https://sourcebansrld.cf. I am using SteamCMD dedicated Server.
