Hmm, doesn't exists 'Hats' plugin already, that do exactly the same thing? You can edit it to give hat to everyone.

Theres is way to don't use hamsandwich module , see plugin Admin Mark or something like that.

i can do it on roundstart or resethud, but on playerspawn is better way.
