I cannot install the webpanel
 

I cannot install the webpanel to install it via the tutorial I must use cli but I can't on my web host I don't understand how to do it without a cli
and if I want to do it without downloading it I end up with a folder without a php file can you help me or recommend a free hosting or a correct copy of the webpanel
