its a plugin when example a player get banned and he used vpn to change ip and these plugin kick it ?

Sounds more like a request, than Scripting issue (as you do not include any code you need help with), so I moved your thread to Plugin/Gameplay Ideas and Requests.

There are unfortunately no 100% definite way of detecting IP addresses VPN services!

However, there are chances that you can get a long way with several IP databases out there. Those IP databases often cost a lot of money (at least, those who are most accurate).

Even if you're paying for access to (and updates for) a such database, you will never get it 100% accurate, as new VPN IP addresses are coming onto the Internet constantly, and some old ones are disappearing, etc.

if they're talking about cs:go, it's free to play and doesn't prevent anyone from just making a new steam account and rejoining the server after connecting through a vpn.

While it can be useful to some degree, -

OP would still have on his/her own, to figure out the list of IP addresses, of what OP would classifies as "VPN IP addresses".

So it would leave OP with a lot of work, where it may make more sense just to kick/ban toxic players manually.
