How can I set up where people will download the missing files?

I have a Tf2 server and FTP server with all the files that people need for connect to my server
Friend told me that if I set the "sv_downloadurl" cvar with the ftp url it will work,and I don't know if its work or it isn't.
How can I "link" the FTP to my TF2 server?

So far as I know, only http is implemented. If you run a webserver on your server, place your files in the http folder and point the cvar to that. Do you have your TF2 Server on a vps / dedicated server? If you are running it on your computer, it really would make no sense as the download speed would barely differ.
