Sourcebans 'You do not have Perm Ban Permission'

Hello,

I'm using sourcebans and added the admins from the web panel.
But the admins can't ban permanently on server.
I've searched and found that they need the unban flag.
They have it, and they still can't perma ban.

their admin access:
res, admin, kick, ban, unban, slay, map, chat, vote

their command:

The admins can't ban themselves or anyone else permanently.

Does anyone know what's the problem?

Perhaps there's an override somewhere? Are they able to use sm_unban?
