as the topic when client zooming after 0.5-1.0 sec i want to set his zoom off. is it possible ?

Yes it's possible.
To hook zoom you have to hook weapon_zoom event.
To wait specified time you should use CreateTimer function.
To set zoom off take a look for any noscope plugin, for example, this.
