VIP Hook

Hello I'm looking for a plugin that hook can only be used 170 seconds for vip how can I do that or can I help one there

Step 1 - find a hook plugin.
Step 2 - upload it so someone can edit it.

I need this for my basebuillder during the build-time i want VIP can use the hook after the starting game he cant use, he can only use during the build-time, idk if u understand
