Custom Text Chat Ad Help

Hello anyone know how these text advertisements are made? Referring to the red brackets around the text. Can't seem to figure it out

Those are just unicode characters

will this work with drapi_adverts or any ad plugin? i actually just came across [ANY] ServerAdvertisement3 where someone had posted how but i that one doesn't work for me.
