As of recently this command when you enable /sm_cheats displays in the chat window that sv_cheats has been enabled and then disabled.

Is there a fix for this?

Does this allow achievements?

this sets sv_cheats to 1, executes the command, then back to 0. So this will probably disable achievements. Anything you can do with cheats you can do with a plugin though.

Is anyway to enable sv_cheats 1 only for local player?
