I'm sure it's completely client-side.

The game client downloads them via Steam API using *sid userinfo field received from the server.

Can it be manipulated like edited or something?

You cannot edit/manipulate things that are implemented entirely on the client side.

But if i would like that everyones avatar i see in scoreboard change to santa. Can i do that?

Just so i can see those changes others doesnt need to see.

Well maybe its not i dont know.
But fysisks why are you allways so boring? Please answer with quality so we and the readers can get good answers cause i think more than just me that is interested in this question.

I want to manipulate it anyways so only i can see the changes.

What file what function where can i get more info about it.

Think like this, i want everyones avatar to be pokemon. How do i do it?
