Chat messages to all other than the the triggered player
 

I need a chatcommand that sends the message to all players exept the one i select using part of the name, ID, STEAM_ID.
This can be helpfull for others too.
For example if you want to spectate a cheater and you want to say to all others that they don't have to start a flamewar (and him leaving before i could get enough evidence against him). It is very annoying if you start to record a cheater and he leaves just because someone starts flaming.
