Question Linux FPS Tickrate Start_line

Hello, i am a little bit confused... I seen at web + and -

What that mean?

I want get for Server Max FPS 200 and Tickrate 1000...

Should i add now to start_line :

+fps_max 201 +sys_tickrate 1000

or

-fps_max 201 -sys_tickrate 1000

?
