Ban for TK works perfectly *THANKS!*, but not for low karma. I set ttt_warnings_minkarma in "380" and I'm still playing with less than 380 :/

Try setting those cvars in ttt_mod.cfg file and then change map. Im pretty sure it was working on my server.

Yes, you can. Not sure why would you do that, but in ttt_const file it should be. That [TTT] is for easily reading important mod messages, if you change it, it could be unclear for players. Same goes for that helper message when you join server, so I hope you won't change it.
