Is possible to make the whole server slower? Everything in it starts to execute slower, grenades explosions, players walking/jumping/firing and etc?

It is possible by slowing everything, delaying attack time sprites etc...

I did everysingle steps and nothing happened with my game. Also, I'm using cs1.6 and I wanna make the whole server slower (every aspect) for all players...
