Problem with slots

Hello today I restarted my server and now it says 0/1 slot everytime I try to connect? I mean the server basically locks it at 1 slot.

-maxplayers_override 16 +maxplayers 16

host_name_store 1

host_info_show 1

host_players_show 2

Edit: I fixed it.

I had to use gamemode_server anyway... and add maxplayers "16"

I hate using gamemode*

So they can boot servers on the fly and send the gamemode through the command line.
