Server motd.txt Not working

I am trying to figure out why my motd.txt isnt working properly. It isnt working on any of my servers. I have 3. I can not see it nor can any of my admins.
Things I have tried are just putting my URL http://chillgamers.tk/index.php?thre...rver-rules.14/ into the motd.txt file. This did not work.

I also tried this:

Neither of these work. The MOTD window never appears.

try sm_cvar sv_disable_motd 0

OK! MOTD window appears. But it is empty. Would a url like http://chillgamers.tk/index.php?articles/ work? or does it need to end in .html or .php etc

This worked for my Retake server but not my Surf server which is the main server I wanna get MOTD to work on.
