Need a Pawner to help me bind this plugins to ADMIN_LEVEL_H

Good day guys, I'm looking for some help here about cuple of plugins i want to be set on CUSTOM ADMIN LEVEL like flag "t" or ADMIN_LEVEL_H .
The problem is that this are global efects like green smoke and black flash effect, green killer fade effect, red fade effect on killed to define them and put to ADMIN flag only.

Once again I am willing to pay over paypal to the first guy who helps me with this ( Your work is not free ) It will be put on a 15 year old server. You will have our respect for it.
