People who are on your network can connect to your game when you do "New Game" (may require opening port 27015 in your PC's firewall). This type of server is called a "Listen Server".

Then, there is the Half-Life Dedicated server (HLDS) which can be installed via Steam (in your Library, enable showing "Tools" and it should be an option). You'll need another PC to run this and you'll have to log into Steam to run it on that PC.

Finally, there is the Standalone HLDS which is downloaded via SteamCMD. This will also need to be run on a different PC but does not require Steam. This is the most common method for hosting a server on the internet.

If your friends are not on your network, you'll need to deal with the PC's firewall as well as port forwarding through your router. There is a bunch of info on the internet for setting up the standalone HLDS.
