[req] hud plugin

Looking for someone who could code plugin ,which will show HUD right here on this place https://i.imgur.com/BsbMsye.png with text EXAMPLE1 when are players on server > 35 . I think its pretty simple plugin, but i can pay you some $$ via PayPal if you want. Contact me on steam

just show a little message that they can write !hide to boost fps and hide other players.

Can anyone help me with this?
