one protest/appeal limit

Would like to see or find away to limit protests to 1x only. We realize that people make mistakes and this includes our admins, however when people time and time again start a new protest over a ban it gets rediculous.

Is there any way to limit protests to 1x only and that decision is final?

PS. this may already be in the system, but i am not aware of it.

I have found the code where a pending protest is checked..

But when a protest is closed then what does the status change to?

I also see that it is an int value in the db, i found values 0 (default) and 3, anyone know the values meaning ie 2 pending?
