Features:

1. Simulate rough text and also use code replacements% L,% s,% d
2. Set ID, or Everyone
3. Change post type from HUD to DHUD or vice versa
4. Set any colors by entering numbers, or through the color palette
5. Change the position along the X and Y axes, as well as center them
6. Use a list of effects:
   • No effect
   • Shimmer
   • Typing
7. Change effect parameters:
   • Time of appearance
   • Display time (stagnation on the screen without effects)
   • Decay time
8. Get a ready-made message code if there are no critical errors
9. Simulate, based on the above parameters, a message on the user's screen
10. Change the position of the message by dragging and dropping in the user area, and center if necessary
11. Set random color
12. Choose fonts and locations from the list, as well as upload your own
13. Check timeline when simulating
14. Use hotkeys when moving, English layout only.
15. Get information on the directory and message formation.

Will this work for HL1 as well or will it only work for CS1.6?

It will work for all GoldSrc games that support HUD messages. There's nothing Counter-Strike specific here.
