Where can I get a compiler to compile a INL file the compiler on this website doesnt work.

I'm guessing you're posting in the wrong place. What's an INL file? The web compiler compiles SMA files.

isn't an inl and include file or something? amxx-studio says Small scripts are .sma, .inc, and .inl

If you are trying to compile a plugin that requires .inl files to be included, then you can not use the web compiler. You have to use the compiler that comes with AmxxStudio

EDIT: Yes, an .inl file is an included file. It is basicaly an extension off of the .sma file

Or... Use the compiler that comes with the base download of AMXX. It's in the .\scripting folder.

Yea I try using that 1 but it wont even let me open it, and i still cant compile the file. I open the constants.inl file and i hit the compile on the amxx studio and nothing happened.

You don't compile the INC file. You compile an SMA that includes the INC.
