if it says Unknown command, then an errors must be somewhere (in logs, for example)

do not edit this file. it updates automatically.

create an empty file around tf2items.ext.2.ep2v.dll named tf2items.autoload

Do you not have it or can you just not see it?

Valve made it so that hats and (most) non-stock weapon given to you by methods other than the item server appear invisible.

This was an intentional change to stop the... less-savory servers who were "selling" people hats (that only worked on their server) as a perk.

If the method you're using to change hat effects is sm_gi / sm_giveitem ... I just explained why that doesn't work.

I know you can change hat effects using TF2Items' OnGiveNamedItem as they're equipped, because I've written a test plugin (that won't be made public) that does exactly that.

You can do that with the basic item manager plugin.
