As long as there are bugs, there will be releases. You're certainly not required to update if you don't like what's in the changelog.

I don't really understand the second question. Are you implying that beta testers should magically find all bugs in existence before a release? We prefer to "release early, release often." Beta testers exist primarily for backwards compatibility testing.

It is also hard to find good beta testers, just look at some of the posts in the bug report forum.
