Is it possible to have low var on windows ?[CSGO]

Hey, i have been using Windows to host a csgo server for grenade practice and with just me in the server the var doesn't go below 0.3xx and i have been wondering, is it possible to host on Windows and have var as low as 0.001 like thirdy party matchmaking servers like faceit and esea ?

No, but it's not a big deal to have 0,3xx.

It's not possible on windows. but I'm working to find a method(Not easy to fix method!)
