"YOUR SERVER IS OUT OF DATE. PLEASE UPDATE AND RESTART"

Yesterday was normal, today I can not access.

Update it the same method you used to install it, using SteamCMD.

Tell us what command you're using to update your server. It doesn't look like you're doing it right at all.

All that picture shows is that you launched and updated SteamCMD, but did nothing after.
