AlliedModders - High ping player faster than low ping player?

Well this is odd....
Recently in my server , we get a player from another country for example , server is in Vietnam and he is connected from Phillipin.
He get 120 ping loss 10. But he play smoother even than a ping 5 player.
So ... my question is: Are there any kind of cheat/soft that do the weird trick like that ?

Players report he cheated, but idk, seems not, but the with that ping and loss ... he seem playing with ping 1 loss 0 than 120 loss 10....
