128 Tick 22 or 24 Player Slots (Maximum) = Server Specs that I want. maybe I can do less players or more. waiting for your thoughts.

VDS specs that I'm thinking of buying

Processor: AMD EPYC 7302 2x 3GHz/3.3GHz
RAM: 2GB DDR4 2933 MHz ECC Memory
SSD: 40 GB NVMe SSD Disk
VDS Internet: 1Gbps Line

The single thread performance is a way to low i guess for 22-24 Slots @ 128 Tick

Single Thread Rating: 1897

Look for a cpu with rating above ~2,5XX

For high slot csgo servers, especially at 128 tick, use dedicated machines with a beefy single core performance.
Oh and 2GB of RAM are not that great for a public servers with probably some plugins and background applications either.

Thanks for advice Tom! Im hosting my server on Turkey Location for now. This specs for only first month for try something else. Maybe Im gonna make some changes next months. (location, specs etc.) Im gonna try with 14-16 slots for beginning.

And OS will be not Ubuntu.I'm stuck between centos 7 and debian 10. (u said about background apps, and centos is good for this problem huh?)

It's been a while since I have really used CentOS but either should be fine.
But I personally would recommend you to use Ubuntu or Debian.
