is there anyway f seeting a superhero to a steam id? so like only one person has that one hero?

nope

you could however make an extra level thats REALLY hard to get by actually playing.... then give that person that level using the amdin command.

or you could look at the uncle sam sma and see what makes the hero admin only and give it to only admins
