[TF2] Fix func_rotating (in like 6 maps total) (18w48a)

This makes things spin again. These things haven't spun in the 11 years TF2 has been a game, I think.
Only works in:
Video showing what this does soon. This is just a minor "enhancement" plugin that I made because why not. You just load it up and ignore it. Or like that Ronco guy says, "Set it and forget it!". Edit: oh and this changes the default speed of the 3 cloud entities on cp_gullywash_final1. Default speed values were 3.0, 5.0 and 10.0. The 5.0 and 10.0 clouds were way too fast for clouds so I switched the speeds of all 3 over to use GetRandomFloat ranges of 1.0 to 2.0, 2.0 to 3.0 and 3.0 to 4.0. |

Valve has officially fixed the func_rotating entity as of the 2018 Smissmas update, so this plugin is no longer needed.
Big thank you's to ficool2 and UEAKCrash and everyone else who figured out why the entity wasn't working. Without figuring that stuff out, this plugin wouldn't have been possible. |
