Looking for a plugin that allows me to chat with players in-game via a web interface
 

Pretty much what the title says. I've been looking forever for this sort of plugin, and haven't found anything promising.

I'm thinking of something similar to the chatlogex plugin but with a feature that lets you chat to the server's players as well.

I run TF2 servers, fyi.

Have you tried HLSW? Its a program, not a web interface, but it will let you chat with players on your servers and a lot more besides.

Sourcebans will do it. It allows you to send rcon commands to the server if you're admin on SB. Then you can just use say "this is text"
