/votekick say command for players

A more advanced votekick plugin for everyone to use.
When a player says /votekick in chat it shows a menu with all players in it.
When you select a player it warns you of the risks, and those are: if more than 60% votes no you get kicked yourself.
When you press yes you have to enter a reason to votekick the guy. This will be showen when the user is votekicked, and can be seen by admins in the log file.

Its actually a VoteBan because the player will not be allowed to return for 10 minutes.
If more than 60% votes yes the player will be kicked
If the results are between 40% and 60% nothing hapans.
If less than 40% votes yes the player who started the votekick will be kicked.

Playes who have been votekicked or made a failed votekick will NOT be able to make another votekick for 24 HOURS, if you suceeded you cant make another votekick for 10 minutes.
Playes can choose to vote "Yes" "No" "Vote yes anonymously" "None"
"Vote yes anonymously" will NOT show a message of what u voted to others.

You can also block for an amount of minutes, if you leave time empty or set it to 0 it will be permanent

It currently bans players for 10 minutes. But I think bans should be done by admins, this is just a temporary solution until an admin comes and dedicates what to do next.

It's stupid, because there was voteban plugin, which uses kick option as well (due to cvar)
