Steam_RestartRequested : when is it called?

The title says it all, I'd like to know when the Steam_RestartRequested forward is called, for example on map end, on round end or just as soon as the master server reports that the server is outdated (like mid-round)?

It fires as soon as the server detects its out of date. It will fire continually until the server is updated.
