Can't bann people and some plugins dont working

Im installing sourcebans 1.4.11.
i need basebans.smx in plugins or can i disable it? i have the sourcebans.smx just now

EDIT: Can't add admins on sourcebans 1.4.11 too or banning people :/

basebans plugins is not needed, only sourcebans.smxx. SQL properly configured?
