I haven't received any response from Valve to my emails or my Github issues related to engine access or support, so i don't know if they denied the requests or if they just don't care.

For sure, you have to make your own engine, there is no hope from Volvo anymore. I found Xash3D engine but it lack of multiplayer parts, still can play multiplayer but not smooth as GoldSrc engine.

Valve probably wants you to use a newer game engine. HL1 is from the late 1990s after all.
