It's not this plugin ZombieMan. As far I know there is no port from HL1 Rally Mod on this forum.

Excuse me that I can see the bag but clearly it's plugin cs 1.6 .. Look down statistics .. time armor, etc., and write on youtube HL Rally to see it's completely different:)

I tried to install this plugin but it doesnt work for cs 1.6? :O Only for Half Life?
